SHOULD ANYONE BE DRIVING WHILE USING A PHONE?

In an ideal world - no.

The reality is, drivers listen to radio/music etc, talk to passengers, eat, drink, adjust vents, mirrors, windows, read advertising hoardings, people-watch etc. etc. To some degree, all of these activities distract the driver from the job of controlling the vehicle.

The law has not singled out, until now, a particular activity and banned it. All the other distractions could be placed conveniently in the "not having proper control..." category.

Physically holding a phone AND using a large proportion of our faculties at the same time does not make for safe driving on today's roads,and, it's just not necessary.  So no surprise about the legislation introduced a year ago.

For those people who spend little time in their vehicle, or who are mainly "around town", their seems little justification in their using a mobile phone whilst on the move. They can usually safely stop and use it if they must.

For those who earn a living on trunk roads and motorways however, things are not so simple; communications is the one vital factor in modern business that cannot be simply suspended  because people are on the road.

There can be absolutely no excuse for a "professional" driver to have a phone to his or her ear whilst driving - and most certainly no justification for an organisation to expect their personnel to maintain effective communications without providing a relatively safe means for doing so.

By not entirely banning the use of mobile phones whilst driving, the Government has at least left an opportunity for common sense to prevail. A couple of  years later, the sight of so many drivers still flouting the law (including "professional" drivers) brings closer the possibility of a complete ban, or at least extreme penalties.
